How to lower CPU fan speed?

I have an HP pavilion a1620n, and everything inside of it is the same except I added a nviga geforce 7300le and I got a new PSU unit yesterday.



Now, even when the computer is idle and in the BIOS, the can over the cpu's heatsink is going 3800-4000 rpm, and I can't find any way to lower it!

Any help? I tried speedfan, it doesn't seem to be able to change the speeds..How to lower CPU fan speed?
Since the computer is an HP you are very restricted to what you can do in the BIOS. You can't usually change the fan speed on HP other stock PCs.



Lowering the fan speed i probably a bad idea. The fan speed is high because the PSU and Graphics Card are heating the computer up. If you can find a way to lower the fan speed you may risk overheating and frying your processor.How to lower CPU fan speed?
does it only do it a few times, like if you turn it off and then back on?

My a1200e does this, all i have to do is shut my PC off for a few minutes and then it will be fine, or it will stay at around 4000 rpm for a few hours, then lower.How to lower CPU fan speed?
You can go to Nvidia driver download site and they have software on the same page. It will make an option on the Nvidia control panel to adjust the speed of the fans.
